Add support in USING parameter for the INSERT user command

Add support in USING parameter for the INSERT user command, to use an existing ACF2 user as a model.
The USING attribute should be added to the Provisioning Policy in IIQ or ISC, in order to be able to specify the name of the model user in the USING attribute.
